香港回收前後的施政

大陸收回香港18年後，許多方面遠遠滯後於時代的步伐，甚至予人十分的倒退感，尤其在醫療、住房、養老、社保等等特別嚴重，不由得想起1997年前的治理：

推行建屋計劃的麥理浩；

基躬盡瘁而死於任內的尤德；

政治眼光超前而推出『玫瑰園計劃』（新機場建設等）的衛奕信；

英國大文豪狄更斯在《雙城記》寫道：
